Meta Turns to Its ‘Supreme Court’ for Advice on Community Notes Rollout

Meta’s broader metaverse vision took another step forward this week, with the company rolling out two new tools designed to simplify the creation of 3D spaces—and eventually allow users to generate entire VR environments through voice alone. Alongside the introduction of its upgraded Segment Anything (SAM) system, which now includes SAM 3D for generating 3D models from static images, Meta is also expanding access to its Hyperscape capture technology. Hyperscape enables users to recreate real-world spaces as immersive VR environments.  First previewed during Meta’s Connect event in September, Hyperscape allows any Quest user to scan a physical location using the headset’s built-in cameras. That scan can then be converted into a digital scene where your Meta avatar can move, interact, and explore—either in VR or through the Horizon mobile app. And now, these recreated spaces are no longer limited to solo exploration. Meta has opened the door for shared experiences within these 3D captures. As the company explains: “Once your world is ready, hit the ‘invite’ or ‘share’ button to generate a link that you can share through Chats or any messaging platform, including via WhatsApp, Messenger, and Instagram. Up to eight people can join the same instance of the world right now, and we hope to increase that to more people in the future.” In other words, anyone with a recent Quest headset—or even just the Horizon app—can step directly into your scanned environment, whatever it may be. True to form, Meta CEO Mark Zuckerberg couldn’t resist scanning a UFC octagon, sharing a glimpse of that virtual recreation on Threads. With Hyperscape, Meta now gives users the ability to rebuild physical places in digital form, laying the groundwork for a new wave of VR experiences. Combined with SAM 3D for object generation, and the Horizon Worlds Desktop Editor—which allows the creation of 3D scenes through conversational prompts—Meta is constructing a more accessible pipeline for VR world-building. Taken together, these pieces reveal how Meta still envisions VR as the foundation of its metaverse strategy. While negative reactions to its early VR efforts forced the company to step back from the spotlight, Meta never paused development. Even as the company aggressively pivoted toward AI in recent months, this evolution in generative models directly supports its long-term metaverse ambitions by enabling faster, easier creation inside VR. Meta has long built machine-learning systems similar to the “AI” tools that have surged in popularity. The difference is largely branding—so when AI hype exploded, Meta shifted its messaging to align with the moment, without abandoning its deeper, metaverse-oriented roadmap. Of course, the linchpin to all of this is still VR adoption, which remains the industry’s biggest hurdle. Despite steady growth in Quest sales, the platform still lacks a must-try experience compelling enough to convert skeptics. No killer app, no genre-defining game, no social leap that fully justifies the hardware investment for mainstream users. Interest continues to rise in increments, but many potential buyers are content to wait—aware that another Quest update is always approaching, and unconvinced they need to jump in today. Still, these creation tools matter. They expand what users can build, lowering the barrier for the next breakthrough VR experience—one that might, finally, sway the masses. Meta is betting heavily on that possibility. And long term, the logic is sound. A generation raised on digital avatars, open-world game environments, and virtual social interactions will eventually expect more immersive forms of online presence. Although Meta’s adoption of an X-style Community Notes system has generated significant attention—positioned as a replacement for third-party fact-checkers—the company has been conservative in its rollout. So far, only U.S. users have been migrated to the Community Notes approach. But Meta intends to expand the system to additional regions. And ahead of that next phase, the company has turned to its independent Oversight Board, asking it to evaluate how Community Notes should be deployed globally. Or whether it should be deployed more broadly at all. As the Oversight Board explained: “Meta has requested the Board’s guidance on the factors it should consider when deciding whether any country should be omitted from its community notes expansion, as contextual elements may impact the program’s operations. Additionally, Meta has asked the Board how to weigh those factors in relation to one another, in a way that can be applied on a large scale.” Meta’s Community Notes model, mirroring the system introduced on X, shifts responsibility for determining acceptable content to users themselves, rather than leaving it solely to Meta’s moderation teams. This approach allows the company to distance itself from accusations of censorship—an argument that intensified during the COVID-19 pandemic, when platforms restricted anti-vaccine misinformation. The pandemic became a catalyst for a broader free-speech movement, amplified further when Elon Musk acquired Twitter and dismantled several long-standing moderation rules. And because free speech has also been a central pillar of the Trump Administration, Meta’s move toward a more decentralized moderation system appears, at least in part, politically aligned. Still, crowd-sourced moderation introduces its own complications. Chief among them: managing political bias within user voting. This is one of the core questions the Oversight Board will evaluate. As Meta describes it: “In its request, Meta states that the algorithm calculates this score by identifying agreement that a note is helpful among a sufficient number of contributors who usually disagree with each other based on past ratings. According to Meta, if the combined ‘helpful consensus’ score on a note exceeds a ‘certain threshold’ and the note does not violate Meta’s Community Standards, the note will be published.” When a Note qualifies, it appears beneath the relevant post, and users can open it to see the full explanation and supporting sources. Cross-ideological agreement is intended to prevent brigading or partisan manipulation. But the requirement also restricts many Notes from ever being shown—particularly on polarizing topics where agreement between opposing groups is virtually impossible. This flaw has been widely observed on X, where many of the most dangerous or misleading posts never receive a Note at all, despite substantial contributor effort. And although Meta says its early trials of Community Notes have reduced enforcement errors, this ideological stalemate remains a structural weakness—one that enables harmful content to circulate without context on its platforms. The Oversight Board will scrutinize this issue and may also examine whether Meta should retain traditional fact-checking partners as a safeguard against the limitations of crowd-sourced review. Ultimately, the Board’s findings could influence whether Meta delays or even walks back its plans for a global rollout of Community Notes. And in some respects, that may already be the underlying intention. Meta is rolling out a new feature to select Facebook Marketplace listings that will let users preview how an item might look inside their own home, powered by the company’s ever-advancing “Segment Anything” (SAM) technology.  At its core, the SAM system can pinpoint and isolate individual objects within an image, opening the door to a range of editing and visualization possibilities. Today, Meta unveiled the latest additions to its SAM lineup, including SAM 3D, which will underpin the new “View in Room” experience that the company is now piloting with a limited group of users. Meta has been building out the SAM framework for several years as part of its broader ambition to generate more accurate 3D renderings for AR and VR applications. That trajectory now includes augmented reality tools for Marketplace, where SAM can simulate how certain furniture and décor items would appear when placed in a physical room. The idea mirrors Pinterest’s own 3D home décor previews, which take advantage of LiDAR sensors in newer smartphones to capture spatial details and scale objects correctly within a scene.  Of course, challenges remain—accurate spatial mapping relies on precise item dimensions and reliable environmental data. But Meta is betting that SAM can automate much of this process at scale, while also powering a suite of new video editing features beyond the Marketplace use case.  And although those creative video tools might grab initial attention, SAM’s role in Marketplace could prove far more impactful, offering a practical and intuitive way for shoppers to make purchase decisions. The technology is still in its early stages, but if Meta pulls it off, SAM could transform the in-app shopping experience—letting users preview all kinds of objects in their own spaces with far greater realism. That vision extends into VR and AR environments as well, where SAM could simplify the creation of 3D assets for Meta’s next-generation digital worlds. There’s still significant development ahead, and a broader rollout may take time.
