Meta has moved one step closer to expanding its AI capabilities in Europe, following approval from the Irish Data Protection Commission (DPC) for its revised approach to using EU user data in its AI training models.

Previously, Meta faced heavy scrutiny over its AI initiatives in Europe. Regulatory concerns, particularly around data privacy and consent, had halted the rollout of its AI features in the region. However, after working closely with European authorities, Meta has updated its data handling practices to meet stricter requirements under the GDPR.

According to the DPC:

“After assessing Meta’s updated proposals, and consulting with other supervisory bodies across the EU/EEA, the DPC issued several recommendations to mitigate risks to individual data rights. Meta responded positively to the feedback and has implemented a number of significant improvements.”

These improvements include a new opt-out form for users who do not wish to have their data used for AI training, as well as in-app notifications across Facebook and Instagram to alert users about how their data may be used. Meta has also revamped its risk assessment processes in compliance with GDPR.

With these changes in place, Meta plans to begin incorporating EU user data into its AI systems starting next week. The company sees this as crucial to developing more relevant and personalized AI experiences for European users.

As Meta explained last month:

“We believe our AI should not only be available to Europeans but also be tailored to them. That’s why training our generative AI models on diverse regional data is so important—to capture unique dialects, cultural references, local humor, and other nuances across European communities.”

The implication is that while this move gives Meta access to a much larger dataset, it also promises a more contextually appropriate and effective AI experience for users in Europe.

Whether this ultimately benefits Meta more than it does users remains to be seen. But in the data-driven era of AI, local context is critical—especially in language and communication models—so the inclusion of EU user data may significantly enhance the accuracy and relevance of Meta’s AI tools.

Though challenges around privacy and user rights remain, this regulatory green light marks a major milestone for Meta as it continues to scale its AI efforts globally.
