Meta has released its latest EU performance figures for Facebook and Instagram as part of its DSA reporting obligations, which require major digital platforms to regularly disclose user numbers and content moderation activity within the bloc.

 

And the latest data offers a telling snapshot of shifting dynamics—most notably, Instagram is expanding at a rate ten times faster than Facebook across the EU.

The charts (Facebook on the left, Instagram on the right) illustrate monthly active user counts across EU member states. Between January and June 2025, Facebook recorded 263.6 million monthly actives, while Instagram came in higher at 281.8 million.

 

That disparity won’t come as a shock—Instagram has been ahead of Facebook in Europe for some time—but the pace of growth is striking. Since March 2024, Facebook’s EU user base has inched upward by just 0.65%, while Instagram has climbed by 6.17%. In effect, not only is Instagram larger, it’s steadily widening its lead as Facebook stagnates.

 

In fact, Facebook has actually shed users in The Netherlands, Greece, and Germany, underscoring a generational and cultural shift in local markets.

 

Does this signal a broader decline for Facebook?

 

It’s difficult to say with certainty. Meta no longer breaks out Facebook-specific numbers in its quarterly disclosures, opting instead for the more favorable “Family of Apps” figure that combines Facebook, Instagram, Threads, WhatsApp, and Messenger. That aggregate total is still rising, but whether the same Facebook decline is mirrored in other regions remains unclear. Europe, however, is a crucial market, and these trends could foreshadow a global pattern.

 

Elsewhere in the report, Meta confirmed its human moderation team remains at 40,000 staff—a number unchanged since 2023, despite the company’s increased reliance on AI systems and the adoption of its Community Notes-style approach in the U.S.

 

Content enforcement figures show fewer removals of spam on both Facebook and Instagram, while enforcement actions for bullying and harassment on Facebook spiked sharply in the latest period. Removals tied to hate speech dropped by 20%, though Meta notes that changes in its classification criteria complicate direct comparisons.

 

Still, the headline takeaway is clear: Instagram continues to rise as Facebook plateaus. Facebook is not disappearing—it remains one of the most-used apps in Europe—but in relative terms, Instagram is now firmly the growth engine for Meta, reflecting broader shifts in user behavior and platform relevance.
